Their purpose is to work with neighborhood groups and city staff to implement
the Non-motorized Transportation Plan and advocate for non-motorized
transportation facilities, including the funding for such facilities and
promotional or educational programs encouraging non-motorized transportation.

  Basically these folks work on budget and policy for transportation in Washington. This includes how any dollars are spent for better statewide bicycle conditions. Some parts of Bainbridge like the ferries and State Hwy 305 are directly ruled by this.
